The simple solution would be to repeal the 1986 Tax Law (A/K/A Grover Norquist's wet dream since he was 11). That law was the beginning of the redistribution of wealth to where we are today. It's also why public money is used to build stadiums and arenas at the sacrifice of schools and roads. Take away the Bush and Donny Darkness tax cuts also and you'd have a lot more in services for seniors, disabled and veterans.
